基于ISM和AHP以及模糊评判的矿山安全管理能力分析与评价

摘    要:以矿山安全管理能力系统为研究对象,通过解释结构模型法(ISM)、层次分析法(AHP)并利用模糊综合评判方法,分析和评价矿山安全管理能力。综合影响矿山安全管理能力的16个因素,运用ISM将安全管理能力因素体系构成1个多级递阶模型进行分析。在结构模型的基础上,应用AHP对影响因素权重进行计算,得出影响矿山安全管理能力的主要因素。采用二元相对定权法确定定性指标的隶属矩阵,通过模糊综合评判方法,对安全管理能力进行评价,得出各单位安全管理能力的优越度。研究结果表明:评判结果符合企业的实际情况,所建立的分析评价模式可为矿山安全管理提供指导与借鉴。

Abstract:

The analysis and evaluation of safety management capability was obtained by means of interpretative structural modeling(ISM), analytical hierarchy process (AHP) and fuzzy evaluation based on safety management capability system in mine. 16 influencing factors were established in safety management capability system, and a multi-level hierarchica model was transformed from indexes of safety management capability by means of ISM. On the basis of structural model, the weight matrix of influencing factors was established according to AHP, and the main factors affecting safety management capability were analyzed. According to the weight matrix and the matrix of membership between two qualitative elements by means of duality element relative comparison method, the superior degrees of the safety management capability was gained based on the fuzzy comprehensive evaluation. The primary analysis progress and the analytical results were validated. The results show that the evaluation results tally with the actual ones, and this model for analyzing and evaluating safety management capability can provide guidance and reference for the management of mines.
