Abstract: Establishing the system of mordern entrprises is the basis of establishing the economic system of the social market. While reforming the stock system is a valid form to establish the morden enterprises' system in the government-owned enterprises. In order to form the enterprises with stock system which conform to the standard, the key is to deeper revolute the administration system of state asserts and establishing of the bank of the state asserts is the optimum form.
