Abstract: The influences of instrumental errors, measurement errors, and the fluctuation of refraction angles,etc., on the observation accuracy of vertical angles are analysed. A new target used to observe the vertical angle was designed. Some measures are suggested to reduce the errors in observing vertical angles. They are proved to be effective by experiments.
